Can a Pastor preform an exorcism ?

Our neighbors kid has been acting strange lately. Cursing in Latin ,spiting on people, killing small animals,and I think he tried to kill his baby sister. His father has had to chain him to the bed at night. He fears for the rest of the family. I've asked our Pastor to just talk to this kid. He refuses,and suggested I ask a Priest to help them. What should I do ?
