Can you see well driving at night?

I have trouble seeing during wet and raining nights when there's incomming traffic. I don't know about you guys but the lights would reflect from the wet ground making it impossible for me to see the lane markers. ALso, is it just me or does hid seems to blind me less than regular halogens? or is it just because of stupid people not turning off high beams?
