Whats more powerful, the average stock high beam or the HID (halogen, whatever) beam on low setting?

i'd say HID (Xenon) as its much more clearer and have better range than stock low beam... if your car got headlamp angle adjustment knob/ switch it'll be at par with the stock high beam... bear in mind HID/ Xenon High beam on highways are considered illegal in most countries....
