Why do halogens have odd oxidation states?

The answer is simply because they have seven valence electrons, which is odd. So they can take one bond, three, five or seven to have pairs or electrons. Otherwise, if they accept an even number of bonds, they will have one lone electron, called a radical. Radicals are usually very unstable.
