Which among the following factors is the most important in making fluorine the strongest oxidizing halogen?

I am not 100% sure what the question is asking. If you are referring to Fluorine as an oxidizing agent, a species that readily gains electrons, then it is based on electron affinity. Fluorine has an extremely high Zeff causing it to have a very high electronegativity. This means that it wants to pull electrons from other atoms.
