Is it possible to power a solar powered device via halogen lamp light rather than sunlight?

I have this solar powered external battery charger for my iPhone. I had my halogen lamp on and I went to get the charger and while doing so I couldnt help but notice that when under the lamp the device seems to reading the light as if it were under sun light. There are two lights, one light indicating that it is inputing energy and one that says it's outputing engery. When it is under the halogen lamp the input light is on, and no it doesn't do this under other lights and it isn't plugged in and is completely dead. I would have to leave under the light for a couple of days to get a charge, usually 5 days to fully charge via solar. However I was wondering would it be possible to charge the charger via halogen lamp light rather than sunlight? Why does the charger read that it is inputing energy when it is under the light of the halogen light?
