Are people native speakers of romance languages considered Latin?

So if the people of latin america are considered latin because they speak a romance language bought over by the Conquistadores, does that mean the french, italian, portuguese and romanians are latin too because all those languages are latin based. AKA latin europa? Where as north eurpeans are germanic/nordic and east europeans are slavic
